The key point is that trump inherited an economy that was substantially stronger than the one Biden inherited in January 2021, although it still had real problems.
| Measure | Biden inherited, Jan. 2021 | Biden left it, Jan. 2025 | Change |
|---|---|---|---|
| Unemployment | 6.4% | 4.0% | Major improvement |
| Inflation | ~1.4% | 3.0% | Much higher |
| Real GDP growth | Rebounding from COVID | 2.8% in 2024 | Solid growth |
| Jobs | Deep COVID hole | Near record employment | Huge recovery |
| Real wages | Depressed by COVID/inflation | Improving | Positive late in term |
The January 2021 unemployment rate was 6.3%, with the labor market still badly affected by COVID. By January 2025, unemployment was 4.0%.
And importantly, Biden did not leave trump an economy in recession. Real GDP grew 2.8% during 2024. Meanwhile, inflation had fallen dramatically from its 9.1% peak in 2022, although prices remained substantially higher than when Biden took office.
trump's 2025 economy was not a disaster, but it also wasn't the economic boom his rhetoric suggested.
Real GDP grew 2.1% in 2025, down from 2.8% in 2024.
The quarterly picture is particularly interesting:
And by June 2026, unemployment was 4.2%, with the 2025 annual average at 4.3%.
So trump's first year-plus hasn't produced an obvious employment or GDP acceleration compared with where Biden left things.
I would frame the two administrations this way:
Biden:
trump:
Biden inherited a pandemic wreck and left trump a basically healthy economy with low unemployment, strong GDP growth and inflation falling rapidly. trump deserves credit for keeping the economy growing, but the numbers so far don't show that he inherited a weak economy and transformed it into a dramatically stronger one. In fact, 2025 GDP growth slowed from 2.8% in Biden's final year to 2.1% under trump, while unemployment remained roughly where trump found it.
Of course, there's one very important caveat: presidents don't personally control the economy. The Fed, Congress, global oil prices, wars, COVID, technological changes, consumer behavior, and policies enacted years earlier, and even voodoo according to Bush Sr. all matter. It's more accurate to compare the economic conditions and policies under each administration than to attribute every number directly to the president.
